NordVPN is one of the best-known companies in the VPN industry. NordVPN is based in Panama, a privacy-friendly jurisdiction outside the major surveillance alliances. Panama also has no mandatory data retention or logging requirements, which gives VPN providers more room to protect user privacy.

Proton VPN: Swiss surveillance

Proton VPN is developed by Proton AG, the privacy company founded by scientists who met at CERN. Switzerland has traditionally been viewed as a strong privacy jurisdiction, but the rules differ between Proton’s services:

• Proton Mail cases: Swiss courts have previously required Proton Mail to collect certain metadata, including IP addresses, in response to legally binding requests. These cases relate to telecommunications laws governing email services and do not apply in the same way to VPN traffic.
